Krishna reveals His control over material nature: 'Prakritim svam avashtabhya visrijami punah punah'—having controlled (avashtabhya) My own material nature (prakritim svam), I create (visrijami) again and again (punah punah). 'Bhuta-gramam imam krtsnam avasham prakriter vashat'—this entire multitude of beings (bhuta-gramam imam krtsnam), who are helpless (avasham) and bound by material nature (prakriter vashat). The Supreme controls material nature—it's under His control. He creates all beings again and again, yet they are helpless and bound by material nature. This reveals the paradox: the Supreme is free, but beings are bound. Material nature is under His control, yet beings are under material nature's control. This is the Supreme's power: He controls creation, yet beings remain bound by it.
