Krishna explains who can actually perceive the soul: 'Yatanto yoginaś cainaṁ paśyanty ātmany avasthitam'—the striving yogis see the soul established within themselves. Yogis who practice sincerely, who strive with dedication, can perceive the soul. They see it 'ātmany avasthitam'—established within themselves, not outside. The soul is within you, and yogis who purify themselves can see it. 'Yatanto 'py akṛtātmāno nainaṁ paśyanty acetasaḥ'—those who have not purified themselves, even though striving, do not see it, being without consciousness. Purification is essential. You can strive, you can practice, but if you haven't purified yourself (akṛtātmānaḥ), you won't see the soul. You'll be 'acetasaḥ'—without consciousness, without awareness. The difference isn't effort—both groups strive. The difference is purification. Yogis who purify themselves (who remove impurities from mind and senses) can see the soul. Those who haven't purified themselves, even with effort, remain blind. This verse reveals the key: purification is essential for perception. Without it, effort alone isn't enough.
